I am very pleased to announce that several weeks ago a representative from SafeKey Corporation, a company that makes an ignition interlock device that will not allow a vehicle to start if the driver fails a simple eye cornea test with their remote size device.

I am about to upload this video to CNN with information about the 2 CT police officers who were struck by impaired diabetics, both of these drivers the State saw fit to charge yet in my brothers case nothing happened. I fail to understand how the life of a police officer is more important than one of a civilian.

re: My brother Patrick J. Smith killed 12/5/2007 by an impaired noncompliant diabetic and why CT police officers Agosto & Ludemann who were also struck by impaired diabetics that were charged by the state and the man who killed my brother IN THE SAME MANNER has not been.
I am attaching the most recent unanswered email forwarded to your office in a voice of utter disgust and disbelief. I have repeatedly sent emails to you and other officials requesting an explanation as to why The State of Connecticut will charge impaired diabetics who strike police officers (Trooper Agosto 1989, I have the accident report & Enfield Officer Ludemann 2002 who I have spoken with) yet will do nothing in the SAME situation when a civilian in involved. To date Wilfred Lebeau of Mansfield Center has YET TO RECEIVE even a traffic ticket for his involvement in the death of my brother DESPITE the fact this accident was a hit and run. In fact the ONLY thing the state did was INSIST that my brother undergo an autopsy as there was a fatality involved in this accident….thanks to that his family (including his young son) had to endure an open casket wake and funeral with a full autopsy scar across his scalp due to his military style haircut.
I have sent letters and emails to everyone I can think of in a position of power in hopes to garner some explanation as to how this can happen….I have been met by absolute silence from Kevin Kane to Commissioner Danaher to The Office of The Victim Advocate. I simply cannot accept dead silence for a reply which started with Tolland County DA Gedansky while this whole investigation was ongoing until now when I cannot obtain a response from anyone.
It is simply unacceptable for a constituent to ask for answers to a glaringly obvious issue and hear nothing in reply. I will continue to ask anyone and everyone for an acceptable description and I will do everything possible to bring attention to my questions. It will be 3 years on the 5th of December that my brothers life was snuffed out by the negligent actions of one person, I will not accept “silence” for an answer.

I thought nothing could be worse but the GRIEVOUS INSULT OF COMPLETE LACK OF JUSTICE FOR CADY has been our grief even worse. Please prosecute these drivers who kill every time. I have been inquiring recently why the State of Ct. has in the past charged 2 impaired diabetic drivers in cases where police officers were struck. So far only Senator Guglielmo has taken an interest in my questions by asking for a Legislative investigation as to why the man that struck and killed Patrick has not been charged, the state will not even give Wilfred Lebeau a traffic ticket.
So tell me, do you see preferential treatment here???
Officer Agosto killed in Greenwich, CT 11/1989 by an impaired diabetic. The driver was arrested on the spot.
Officer Ludemann was struck in Enfield, CT 2002 by an impaired diabetic. The driver was charged.
12/5/2007 Patrick J. Smith was struck and killed by Wilfred Lebeau. Mr. Lebeau went to the hospital and later on in the day went home. He admitted to hospital personnel he self medicated, didn’t check his glucose levels, didn’t have a glucose meter in the truck, didn’t take a full meal with his insulin AND administered an amount of insulin “based on how he felt”…
Mr. Lebeau also left he scene of the crash only to cause a second accident 1/4 mile up the road.
Somehow Governor Rell, States Attorney Kane, District Attorney Gedansky and everyone else involved cannot see an obvious conflict here and I am going to keep asking louder and louder until somebody can give me an intelligent reply.
I have sent complaints to the OFFICE OF THE VICTIMS ADVOCATE in Hartford, the Governor, every newspaper and TV station I can think of and yet there has been no interest in my brothers plight or my families anger.

Pat Tucker is suggesting we band togther and form a march of sorts to get some attention in Washington. Since each state has its own agenda I am thinking it would be smart to approach this on a Federal level. She helped write a wrot pf cemtauri and submit it to The Supreme Court, however it was denied.
